Set-DnsServerResponseRateLimiting (which is written wrong in the drop down currently (“Ons” instead of “Dns”)) is used to set RRL on a server.

For Add-DnsServerResponseRateLimitingExeptionlist you should have a ClientSubnet ready so that’s why the first cmdlet should be Add-DnsServerClientSubnet.
